text mode webrowser with with download option for files such as .tar.gz or exe
is there a text mode webrowser that is also capable of downloading files such as .exe or tar.gz or any other such file types.

Lynx, links, elinks. Any one of them is capable of downloading files.
The elinks and links interfaces are a little more like a graphical browser than the lynx interface.
