well there is an app called glimmer that i thought was very helpful. the only thing is that it does not close sections like kate can. i really never used kate cause i couldn't get used to that ability.
i see that you use windows also.. there is an app called editplus that is similar to glimmer (or visa versa) that i think may very well be what you are looking for. other wise i would suggest looking into fluxbox as a window manager and learn how to use it's tabs to make kate do what you want.

GLIMMER LINK
EDITPLUS link

there are two KDE simple editors with tabs on http://www.kde-apps.org/
kpad under text editor
http://www.kde-apps.org/content/show.php?content=16492
and kedit_tabbs
http://www.kde-apps.org/content/show.php?content=26837
which is of course just kedit with tabbs
seems like to me someone said kate could be expanded with a plugin to do tabbs as well
might be more

In Kate, got to Settings > Configure Kate. On the left, select plugins. On the right, check the box for Kate Tab Bar extension. Hit OK and you are done.

Gedit also has tabs. It launches fairly fast and is a nice interface. You'll need Gnome or the gtk libs installed.

I got the plugin for Kate. I thought it was kind of weird I didn't see any on there since that is pretty much standard in any good text/web browser these days (hence the lack of it in IE).
