A directory tree? Just create categories and subcategories, assign directory names to each, and drop the text files into the appropriate directories. Then use a file explorer to browse the tree and click any desired file, which will magically open in a text editor for viewing.
This is why there is no explicit organizer for text files -- it's too easy to implement.
