Text => Wav, OGG, or MP3

Is there a program that I would be able to have a text or html document and convert it to an audio format in voice that reads the text, so I can burn text files and listen to them in my car? If there is no specific program that can do this is there a way to stream the audio from a program capable of just reading the text?
