tcsh history grows (duplicates?) every logout, when file name contains utf-8 char


Debian stretch amd64.
tcsh 6.18.01 (Astron) 2012-02-14 (x86_64-unknown-linux) options wide,nls,dl,al,kan,rh,nd,color,filec

history related shell variables follow:
histdup erase
history (900 %h\t%T\t%R\n)
savehist (900 merge)

shell environment variables:

When a file name contains utf-8 character (non ascii char, w_char in C term), history file gets longer every logout/login cycle.

This history entry
cat <U+008F><U+0085>沼<U+0081><U+0081><U+0099>.txt | nkf
grows as follows after logout/login
cat <U+008F><U+0085>沼<U+0081><U+0081><U+0099>.txt | nkf
cat <U+0083>¨<U+0082><U+008F><U+0082><U+0085><U+0083>¦
<U+0082><U+0081><U+0082><U+0099>.txt | nkf
until history file gets huge size. (when it happens, logout takes more than 10 seconds.)

When I issue the command, it shows correct on my xterm. (then it goes wrong in history file.)

This happens with only one desktop. I have several other desktops and laptops, but they are immune.

I have checked following settings.
kernel option for file names.
shell variables (history related)
shell environment (language related)

So far, most likely it happens when
the file is on USB stick (fat16 VFAT). (ext4 file names stay good)

I do not think this is a tcsh bug. I am pretty sure some settings are incorrect.

Where should I check next?
