Unhappy Suse 9.1 Gnome config bug

On Suse 9.1, Running Gnome (2.4.x): In the Gnome configuration tool: Select Desktop -> Window Manager. Note that Ice WM is the default (top of list). Click the button to run the Configuration Tool for Ice WM. Nothing happens. Try to change a window manager. That doesn't work either. Any ideas? This looks like a bug. [FYI: This is a fresh install; no software has been installed excepot via YaST.]
