suggestions for a voip program for windows & linux

I need a voip program to talk with someone on a Windows computer. I've tried Skype, but the delay & quality is terrible. Right now I just boot into Windows & use google talk. Do you have any suggestions of something on Linux I could use for google talk, or another program all together that would work on Windows, too? (I've found programs that work on just one, but I need to be able to use it on both.)

Not sure if gaim supports voice or not (it should). Google talk is based on it, though (and the Google Talk developer is the guy that created gaim).

Gaim 2.0 (in Beta now) will support voice; currently it does not.
