still cant add users even though root

No matter if root or dir I am in I get this:

[root@localhost sbin]# adduser
bash: adduser: command not found
[root@localhost sbin]# useradd kathy
bash: useradd: command not found
[root@localhost sbin]#

what could be the problem?
