When booting into KDE to play a sound.
Goto your Control Center/Sound & Multimedia/System Notifacations. Go to KDE System Notifactions in the Event source tab. Click on KDE is starting and click Play a sound at the bottom and enter the location of the wave.

You can play a wav at login to a console terminal as it starts by adding the play command and the wav location to your ~/.bashrc. file.
Example: Of my ./bashrc file with play command added
Code:
# .bashrc
# User specific aliases and functions
play /storage1/Multimedia/PinkyBrain/narf.wav
# Source global definitions
if [ -f /etc/bashrc ]; then
. /etc/bashrc
fi
I think this is what you are looking for.
