"stalled" problem in " scp" command


i use 'scp' command to copy a file (about 1M) to another machine, it is much slower than ever, and there is some information : "stalled" behind the progress.
Is there any problem in the network between these two machines?
who can tell me why?

Are you using ppp?
It may be anything... From ppp (serial flow control) to interface MTU and scp itself. What does ifconfig -a tells you?
