Unhappy sshd not using ssh_config on startup


I have searched all over this site for some indication of how to do this, and yes i have read the man pages to the best of my ability.

I want to disable root access to ssh.
(PermitRootLogin no) in the ssh_config file located in the etc/ssh dir.

When I kill all sshd processes and restart with the -f switch it works, and root cannot logon. but when ssh starts up as a startup process root CAN logon.

HELP!!!!!


(also is there a way to automatically logon a user (basic not a super user) as the computer starts up. this is to be a dumb terminal.

ssh_config is for client configs, sshd_config is for the server.
