Specs for homepage
 
I would like to make a homepage with the following characteristics/specifications. I am totally new to this, so I'm curious if these goals are even possible before I start work on it:
1. Locally stored
2. Headlines via RSS feeds
3. Updates every 15 minutes
4. Links to sites I visit daily

Very possible. You can't do it with html, you can do it with php though.
