Short story: You can't. Programs made for Windows won't work under Linux. For a friendly table of replacements of Software for Linux, take a look here:

Long story: You "can" run programs made for Windows under Linux through Wine. It's an specie of "Emulator". Although the creators says it's not an emulator, it does the very same thing (they say potato, I say potayto). Unfortunately, with all respect, it's an useless piece of garbage. To make it even useful, you've to use win98 dll's, ttf fonts and too much tweak to get it to run, say, ICQ
. I'd say, find an Linux equivent software or dual boot. Stay away from wine

There're alternatives though,
Crossover Office, which is a modified version of wine, runs pretty nicely MS Office 2000, Photoshop and even Dreamweaver. It's expensive, but there's a 30 days trial if you want to see it working

Another good one is
WineX, also a modified version of wine, but optimized to run DirectX based games in Linux. I've had nothing but good experiences with this one. It's also not free, but quite affordable. There's a free version, but you've to compile and tweak yourself and I could never get that one to run either, so I bought it instead

It depends of your distribution. Many, as Mandrake or Redhat, has very easy tools to install/remove applications Windows-like, as long as you've an .rpm for those. For a good understanding of how to install programs in Linux, take a look at this thread:
