software framegrabber - video streaming - image transfer


I have the following issue:

A server pc has a webcam connected. From this I want to capture the images and connect them to video. At the same time I want to send the image into a client pc, as well as the video (or synthesize the video at the client preferably). The saved image on the client pc will have to be read from there onwards to perform some basic image processing from a program of mine. What is the best way to proceed and what tools do I need? Any help appreciated. Thanks.
