I don't know a whole lot about snort, so if I say something stupid, forgive me.

But here's what I'm thinking about...

1 - Does the file exist?

2 - Are you starting snort yourself, as a user or as root? Or is it started on boot and you get these errors in the log?

3 - Why are these files in /root or /root/root? That would mean that unless snort runs with root access or is run BY root, these config files are not accessible (since /root is only readable by root I'm assuming).
