SNMP responds on localhost only

installed net-snmpd on server, it responds to snmpwalk on localhost, but not from remote machines.
snmpd.conf has no reference to localhost or netstat shows that snmpd is listening on tcpdump shows the getbulkrequest from the client but then no response. /etc/snmp/snmpd also does not reference

i am completely stumped

May be check if deamon is not listening locally?

Somewhere /etc/sysconfig/snmp

i had run NMAP against that server and fouind it open/filtered. after some more research another engineer showed me that there was a third party firewall in place. we opened port 161 and all is well now.
