SMTP Email Problem

On what ocassion(s) an SMTP client (MS Outlook or Outlook Express) recieves an warning message with the code as: 451 4.4.1 timeout writing message to
mx.somemailserver.com: Connection Timed Out with mx.somemailserver.com.

According to RFC 1893:

Code:

X.4.1  No answer from host



          The outbound connection attempt was not answered, either

          because the remote system was busy, or otherwise unable to

          take a call.  This is useful only as a persistent transient

          error.
