Sip

How come when I call people with sip or that person calls me with sip there is never a ring? My friend is using Phone Gaim. I am using Linphone. Here is what my friend used to try to call me:

sip:17476205625@proxy01.sipphone.com

Is that the right form? I am using that same form, but with a different number to call my friend and using the same sip provider. We both have registered accounts. My friend is using dial up, and I have dsl. I do not think that would matter. When I call my friend, it goes straight to my friend's voice mail. My friend recieved the voice mails by email. When my friend called me, it would dial, say it is rining, and then time out. I never heard a ring, and my friend never heard a ring when I called. How are these SIP software programs supposed to know what sip number goes with what person's computer?
