simple mencoder questions

1) what does doing a "Preview" with the output going to /dev/null accomplish on 2 or 3 pass encoding? (why do I need to do it?)

2) can anyone recommend lavcopts that can usually encode a 25min episode of something from tv or dvd to high quality in 200mb? I d-load excessivly high quality eps of shows at only 200mb (www.fangrilfriday.org has inuyasha at 720xsomething and it looks dvd-quality, each ep is 20-30 minuts and it is only 200mb, how do they do that? any ideas?
they do it in windows as far as I know so I doubt asking them would help.
