Question similar program to maptech in linux?

I've been using a program call Maptech in windows. Now that I've switched to linux I'm not sure what program is equivilant. Maptech can view USGS Maps in 2-D or 3-D. It allows me to annotate maps with Markers, Routes, and Tracks. Also has GPS stuff integrated, where I can transfer GPS information from maptech to my handheld gps.

I have not spent much time in linux, so I am looking for something with a GUI, but if there is not one, I suppose I could learn to use a command line map tool. please give a reply if you know what software will do this. Thank you.
