shut down messages in arabic


I am working on localising initscripts and i am facing a problem. After localisng the intiscripts to Arabic, i can see ogin messages in arabic but cannot see shut down messages in arabic. the shut down messages appear as junk.
What might be the problem

actually i faced the same problem when i was localising FC3 now when am doing it for FC4, same problem persists.
I dont know why
