Setting up an FTP server (vsftp)

Hi I'm new to Linux and I'm running a desktop version of Ubuntu 15. I want to set up vsftp as my server software but I want to know about how to set it up.

Specifically, I want to know if the accounts that can access the FTP need to have a local account in the server computer. I want to keep only one account in my Ubuntu desktop running the server software, but I also want to create multiple accounts that can use the FTP service remotely when they log in through a client.
