setting up a php cron using wget

Hi I am attemping to set up a php cron, to automate the following task. when a website url ( is inputted into a browser it refreshs a database.

I believe the best way to do it is to use the wget function

# wget

Then place that line into the crontab (which I have not yet figured how to do)

When I run wget it returns

HTTP request sent, awaiting response... 403 Forbidden
09:38:18 ERROR 403: Forbidden.

am I doing something the wrong the the url is correct

I have chmod the index2.php file to 777. Still the sames issue.

I checked the error logs it has "client denied by server configuration"

I have tried lynx and I get the same error,

Can anyone shed some light?
