Setting Path Variable for LibXML2

Hi all. I'm finally on my Linux machine. I have some questions. How do I set a path variable for let's say Libxml? What about Java? I'm running Mandrake Linux 9.1 on a 1998 model Gateway 2000 GP6-266 266 Mhz 96 MB Ram and a 5 GB hard drive running under KDE 3.1 with the default theme. I plan on upgrading the hell out of this machine soon... So any comments and/or suggestions?
