Red face sendmail with ADSL problem

On Linux Redhat 7.3 Server, we installed sendmail version 8.11.6. It has two ethernet interfaces. One ethernet interface is connected to private network and the other ethernet interface is connected to ADSL connection with static ip address. Squid is also running on this server. All the clients are accessing mail and internet connectivity through this server.

Now the problem is, as long as ADSL connection is up, the mails sent out from the outlook express on the client machines are leaving the outbox. But once ADSL connection is down, the mails are not leaving the outbox of the client machines.

When I tried to telnet into port 25, the connection is slowly coming up and when I used mail from: command, it is taking lot of time to process it.

I will be thankful for any explanation regarding this.
