sendmail: rejecting connections on daemon MTA: load average:

I'm running centos 6 with sendmail-8.14.4-8.el6.x86_64, I need help urgently on this (please), sendmail is rejecting emails with this error message:
rejecting connections on daemon MTA: load average: 33
I've been googling for ages, trying different things but this error keeps creeping back into the /var/log/maillog.
I ran top, the cpu is fine, usage is really low (about 3% - 4%).
Nothing makes sense. I'm not getting flooded with spam, stuff on google points to an overload but I can't find evidence of that anywhere.

if it is indeed a load balancing issue as it sounds then you need to balance the load. you can read about it here...
