Send popup message to Windows computer


Is it possible to send popup messages to a Windows computer, like this one? I found this command, but I can't found a program on the Windows computer to recive it.

See the Messenger service in services.msc on a Windows system. It is disabled by default for security reasons.

I'm not using my own computer at the time, so I can't test it.
Where do I found services.msc?

services.msc is the Services administrative tool that runs when you launch Administrative Tools->Services. You can start it (faster in my opinion), via Start->Run and enter services.msc and OK.

If you have permission on the Windows PC, you can start services remotely. Start Services, and go to the Action->Connect to another computer... menu. Chose the computer, and you have their services list.

Is it possible view the messages lite the one I posted?
I'm getting some ugly popup messages right now, and I've to accept them after each message.
