Samba can be a bit tricky, but it is not always the culprit. Before looking at permissions (and maybe access modes) it might be good to check whether you can do those same operations locally. Just get the files over to a single pc & try doing the export using your local drive, not the server. If you assume that the samba config is the problem then you could waste a lot of time adjusting irrelevant settings (oh - keep a backup of your original config file).
My users don't use flash files but they do use excel and we had some problems with permissions and the archive attribute. They are used to a fairly open system and I found that many of the difficulties could be removed by specifying the dos file mode in the samba config file (dos filemode = yes).
Incidentally if you are using samba its best to keep it off your internet access point as it can be something of a temptation to people trying to break in.
