Yet still:
in KDE -> "KMenu" -> "Control Center" ->"REgional and Accessibility".
There:
"Country/Region and Language" ( I have English )
"Keyboard Layout" -> insure that "Enable keyboard layouts " is checked. Select from the list . Check that you have a compatible keyboard.
on the next tab - "Switching options" i have "Show country flag " and "Global" checked. Tab "XKB Options" - nothing is enabled.
don't forget about damn "OK" after you are done with settings. ( i did %) ).

and here is the result : йцуке( qwerty ).
