Angry Running LFTP from webserver (apache) Amazon Linux does not work

I have two AWS servers. One is running Amazon Linux and the other is running Windows Server. The linux server is a web server. When someone creates an account on my website, the linux server creates files. I have to send these files to my Windows server. I have created scripts to accomplish this. I have tried LFTP but the command runs as the apache user and the command does not run. When I run the script myself it works. But when the script is run from the web request, everything but the lftp command runs. Is there another command I can use or am I doing something wrong? I've tried changing file ownership, I've tried adding lines to visudo but nothing seems to work.

#1 what makes you think that it does not run? If the transfer fails silently, the command can run but the transfer will not occur. We need your evidence: log files, test results, etc.

#2 have you attempted to run the steps manually AS the web service user? The web services run under a restricted account for security, and the permissions on that account may be implicated.

#3 What protocol are you using to do the transfer? Lftp supports several protocols, but some are not well supported by Microsoft servers without special software or settings (or both).

#4 what steps have you taken to troubleshoot or diagnose the issue?
