running command on Redhat using remsh gives Permission denied

hello everyone
i hope i'm posting in the right forum "Networking" as the subject related to remote connection..
all the suggestions and solutions i found on the net did not do it for me..

i have redhat(EL v4) and hp-ux(11i B v23) servers

i'm able to use remsh from hp-ux to hp-ux with the command
hpux1_srv> remsh hpux2_srv -l hpux2_user uname -n

with remsh from hp-ux to redhat it gives permission denied.

hpux1_srv> remsh redhat_srv -l redhat_user uname
Permission denied.

what i did:
1- create .rhosts file under redhat_user home with the entry:
hpux1_srv hpux1_user
with 644 permission

2- made sure all servers defined in /etc/hosts and ping each other
3- in redhat, iptables is stopped
4- in redhat, /etc/xinetd.d/rsh, disable = no
5- added redhat_user and hpux1_user to /etc/securetty in redhat_srv

by the way, as with hp-ux servers, hp-ux user that run remsh to redhat is not same as user in redaht (different names)..

what could be the reason to give Permission denied ?? are there services have to be up on redhat and some config files to allow remsh?
Thank you

i have redhat(EL v4)
seeing as this is RHEL 4.? and the current release it RHEL 6.0 ( or RHEL4.8 for the older 4 series )

I take it you DO HAVE a valid and PAID FOR license for it ?
and have some VERY VERY old hardware
and/or
some VERY old software need ( a must use program) that REQUIRES rhel4 ?

Have you called your paid for red hat support rep ?
