You are using the wrong command to install rpm package.
By the way which OS you are using?
If you are using debian based OS then you need to install .deb package. If you are using rpm based OS then correct command to install the rpm package is 'rpm -ivh <package_name>'

"Oracle linux" is a rebuild and hack job of Red Hat ( RHEL5 or 6 )
it uses yum

but to use it on oracle you MUST have a paid for support contract
it is NOT a free operating system

for a paid for oracle install run
Code:
su -
yum search oracle-xe-univ
--- it should be listed , if so ---
yum install oracle-xe-univ
or if it is downloaded already
Code:
su -
cd /To/the/location/of/the/rpm
yum localinstall oracle-xe-univ-10.2.0.1-1.0.i386.rpm
