rmmod -f not working


Hi, I have insmod'd a module and then tried to rmmod it and got :

ERROR: Removing 'hello': Device or resource busy

OK, so I tried rmmod -f to forcefully remove it and got the same error message, can anyone shed any light on to why this might not work ? (and i have got forced module loading compiled into the kernel btw)
