Question Restricting vi & shell commands while using "more" command


While viewing a file using "more command" one can type exclamatory mark "!" at the colon and type a shell command and run it. Also he can press button "v" and go into vi editor and edit the file which is being view by "more" command. How to restrict the user so that he/she can't use such facility while viewing the file "using" more command.

Set permissions on the file to read-only for users.
