Restricting the use of themes (GTK & QT)

I'm setting up some test machines for use in a corporate envirnment. They need to use both KDE and Gnome apps but want to lock the machines down so that the users can't change the default theme. Is it possible to build gtk and qt/kde with a default theme that can't be changed? Or is it possible to somehow configure either of these so that they can't be change easily?

Any info at all relating to this topic would be very much appreciated.

KDE has has something called kiosktool that locks down various aspects of the desktop. I am nost sure if it will help with the gtk issue.
