Restricting all user to use just 80% of the total available space

I have installed Fedora As
/boot 200M
swap 16000M
/ 500000M

There are 2 users on this system. I have two doubts

1) If I want to restrict user1, so that he can use just 200000M of that home directory & user2 to be restricted so that he can use rest of 300000M of home directory, how can I do that ?
2) Else, how can I restrict n number of users on one systems, so that they cannot use more then 80% of the home directory.

please help me out....

Have a look at the quota package. There is documentation on the fedora project page on how to set up the quotas.
