Region-free DVD ripping/burning?

I'm wondering if anyone knows of a free (preferrably as in "beer" and "speech," although I'll settle for "beer") DVD ripper that can rip a DVD so that it can be played in a different region than the one it was originally made for. I'm not sure if this is even possible, but if it is, I'm assuming it would have to rip to an .iso image so the burning software (I'm using K3B) doesn't have any affect on this, or would that not matter?

I do have DeVeDe, which can convert video files to PAL resolution, but the question of how to burn them so they'll be playable in a different region still remains. If you just make a video DVD (menu-free, containing only the video file of the movie), does it default to being region-free in K3B?

I used to do this with dvdshrink running on wine. You can choose which region you want the DVD set to, or just remove the region altogether.

I use vobcopy to rip the entire dvd to my hardrive and then i use dvdshrink to shrink it to a smaller file and save it as an iso then burn using k3b.
