I am using RedHat 8 right now, if I download the isos for RedHat 9 when they come out, will it just update for me? Or will it be like reformattinng my computer?

Unless it is running the 2.4.20+ kernel and has KDE 3.1 (looong download on dialup) I don't need it. Red Hat 8 is nice..

Wait wait, I take that back. I just looked at my copy of 8.1 beta. It is 2.4.20 and I can apt-get kde 3.1 anyway.

So if I can apt-get upgrade all the packages in RH 8.1 beta is it still considered a beta?? What makes 8.1 beta a beta? 2.4.20 is now stable.

You can do either, it has an option to only update or make a fresh install...if you update somethings may go wrong that's what's I always do a fresh install, but backup the things I use/saved before...only becasue at times I found that update screws up few things, but you can avoid that by reading the release notes - which I never bothered...
