In RH 9 there is one tool for any given task... What are you looking for?
Since RH 8 Gnome Control Center (similar to Control Panel in Windows) is gone. Although you can always look for the package linuxconf and linuxconf-gnome if you are really that interested in having a centralized gui tool for your sysadmin tasks.
Edit: /me recommends http://rpmfind.net

Nautilus should have a "Start Here" in the menu. Try starting there.

In my experience, it is no so good... But you can find many sysadmin tools in the programs menu under system configuration.

You may want to do a:
locate redhat-config
All the applications that start with redhat-config are the admin tools.

Ahhhh!!! you are looking for SWAT, look for it in the Install CD's of RH , but this will let you administer your SMB shares in the given systems you are trying to open the ip. Expample:
http://192.168.1.1:901 and so forth, right? look for the SWAT package in the RH CD's (most likely to be in the CD #2

Ah... Ok, then you should go look for it using either google or shrike.freshrpms.net. I'd suggest you see if you could find the project's page and download it as source.
