Red Hat Enterprise Linux is a paid product. You need a license to access Red Hat repos, and when you have a license, you can get that list from Red Hat. Alternatively, use Centos. Its mirror list: https://wiki.centos.org/Download (no 8.2).

No, there isn't as
1. point update 8.2 hasn't been released yes (it is expected this month)
2. when 8.2 has been released, its repositories are only accessable with a paid for subscription
Without such a subscription NO RHEL repo is valid for any release/point update

PS: the CentOS repo for 8.2 will come some time after those for RHEL are there, as CentOS will have to recompile all of the new sources for their product. The CentOS release will include in its version the date of the RHEL source rpm's they used, like 8.1.1911
(release 8, point update 1, based on the 19-11 RHEL sources).
The one for 8.2 will most likely be 8.2.2005
