You can try
smartboot manager floppy and see if you can get the CD to boot.
If not, I'd imagine it's a bad burn...
On a side note, is there any reason you're using Red Hat 9? It's 3+ years old... If you liked Red Hat, I'd suggest Fedora Core or CentOS (RH Enterprise Linux clone). Otherwise take the quizes in my signature and see if there's something that might suit you better.
