Red Hat 9 ftp installation

I am facing a problem while installing RH 9 using the ftp method..

I have copied all 3 cd's containing the redhat installation files in /var/ftp/pub/install directory. However, when i press the 'Ok' button on the screen that asks for FTP server address and RedHat dump directory (which is /var/ftp/pub/install), it says

'unable to load netstg2.img'

I would like to know where I am going wrong....or what all things do i need to make sure that the ftp installation is completed smoothly?

In case of anonymous ftp do i need to create a new user and a new group 'ftp' that has privilege to login using the anonymous facility?...pls guide...

Thanks and Regards,
