I'm not entirely sure there is, but there is one in Fluxbox which (IMO) is superior to blackbox anyway and can use the same themes.

I am now have BB back up and check blackboxrc. There's no root command. I have tried Fluxbox but I never use the features it provides so I have no reason to switch. BB works fine for me.
