Re-login to activate driver

Why do I have to login to KDE, and then re-login to activate my ATi driver?

When I boot my system I have to do that. If I run fglrxinfo before I re-login, it just shows MESA project. After re-login it showd ATi Radeon 9700.

What is the system doing different when re-login?
