Re-install OS

My debain server is crashed , can advise if I want to re-install it but keep everything ( data , partition , setting etc ) unchanged , only overwrite the OS , what I should do is just use the same disc to install it , do the same thing as first installation ? or I need to do any else ? thx

If you have a different /home and /data partition, you can use them again, just don't format them.
For the settings, you should use the backup you made from important configuration files.
If you have no backup, you need to reconfigure the system.
However, did you try to recover using a live CD?

If you can boot into rescue mode from a debian install CD you could run fsck on your debian system, or maybe get data off of it, if it is readable and the partitons for /home /var etc... are not seperate partitions.
