RCS and CVS which to use for configs?

Ok, just asking for opinions on this. I want to set up either RCS or CVS to handle changes to configuration files (any and all that I might hand-modify; such as /etc/fstab, /etc/inittab, and loads of others). Which would be better?

The biggest difference I see is in the granularity of CVS and RCS. CVS works on groups of files, or modules in the man page, and RCS works on individual files.

For that reason I'm leaning toward RCS, but I wanted to know how other people go about setting this up (IF it's a common thing to do).
