Quotas- quotaon: Cannot find quota file


I am using gentoo.

I used genkernel --menuconfig all and there is a * next to Quotas in the filesystem submenu.


Here is my fstab.
Code:
/dev/hde1               /boot           ext2            noauto,noatime         1 2
/dev/hde3               /               ext3            noatime,usrquota       0 1
/dev/hde2               none            swap            sw                     0 0
/dev/cdroms/cdrom0      /mnt/cdrom      auto            noauto,ro              0 0
/dev/fd0                /mnt/floppy     auto            noauto                 0 0
