Questions about vsftpd

Hi, I have a system runnung RHEL AS 4 , on which I installed vsftpd.
I need the following:

1. One FTP site listening on port 21, non-encrypted (for private use);
2. One FTP site listening on port 2121, encrypted using TLS;

I know how to configure each one of these sites, but I can't manage to do it running one single instance of vsftpd. I mean: how can I tell in my conf file to vsftpd daemon to listen on both these ports, but to enable encryption only for connection requests on port 2121 ???

Actually, I had to start 2 processes of vsftpd, each one reading its own vsftpd.conf file, and it works, but I am not sure this is the best way to do it.
