QUESTION: How to share a terminal session with a user

Heres the setup:
Fedora Core 3 on Pentuim Class server
Ethernet/switch network
Thin Clients connecting via telnet for a “text session” (because our software is text based)
multi-user network
---------------------------
Im looking for a way to help our tech support staff,,, support, our customers on their linux servers . We have been trying to make work is “session sharing” or “terminal snoop”. We have been trying to make screen , but have been running into trouble, doing:
“#screen -r USER/TTY”
getting the message :
“There is no screen to be attached matching pts/2.”
If there is a better option out there, I would appreciate the advice.
Thanks
Nathan
