qmail + limiting traffic

Can we use qmail to limit the mail traffic

i.e; we want that we can only send 2Mbyte of mail data in one hour

is that possible with qmail instead of using iproute2 cause we don't want to recompile our server for that or if there is any other option to complete this task please tell me.
